Cbus Property has lodged a material change of use application with Brisbane City Council for a 40-storey office tower at 280 Elizabeth Street, Brisbane City (Brisbane CBD), according to a Brisbane Development report published on 25 July 2026. The outlet lists the application as A007073249 and says it was under assessment at the time of its report.
Why it matters
The site adjoins the sandstone Brisbane General Post Office, so the application sits in the city’s heritage core. Brisbane Development places it close to Post Office Square, Edison Lane and the older churches along Elizabeth Street.

The outlet describes the applicant as the development arm of the Cbus industry super fund. The design team it names is Hassell with Richards and Spence, with Urbis as town planner and Hutchinson Builders as builder. Hassell and Richards and Spence describe the scheme as a “quiet, recessed tower”, according to the outlet.
The numbers
Brisbane Development reports the following for the proposal:
- 40 storeys, about 26 of them office levels, reaching 155.8 m AHD.
- About 38,225 sqm of premium office floor space.
- A site of 1,037 sqm, including easements.
- 6 car spaces and 192 bicycle spaces with end-of-trip facilities.
- Non-office uses: food and drink venues, an indoor recreation use, health and wellness suites, and a public ground-level space.
On sustainability, the outlet lists targets of 6 Star Green Star (Design and As Built), a minimum 5.5 Star NABERS Energy base building rating and a minimum 4 Star NABERS Water base building rating.
Brisbane Development does not state a construction cost or a separate gross floor area figure for the tower, and we have not seen either in any source for this story. The office figure above is the outlet’s own number, not a total we have calculated.
What’s next
The application is with Brisbane City Council, and the outlet’s report does not give a decision date. The status of A007073249 can be checked on the council’s Development.i register.
