PGIM (Australia) Pty Ltd has an approved material change of use for office and food and drink outlet uses at 450 Queen Street, Brisbane City, according to Brisbane City Council’s Development.i register. The tower is the subject of a retrofit PGIM Real Estate’s Asia Pacific Value Partners IV Fund has reported at $300 million.

Why it matters

Use approvals are the step that lets a building be leased and operated as designed. For a developer or agent pitching Brisbane CBD space ahead of the retrofit’s reported early 2027 completion, this is the planning status to check first.

The record does not say how A007078914 differs from the 2022 approval for the same site, lodged as A005905778 when the address was 444 Queen Street. Treat any claim that it changes the scheme as unconfirmed until the decision notice is read.

The numbers

  • Application: A007078914, material change of use, impact assessable. Progress: Decided. Decision: Approved.
  • Uses listed: office and food and drink outlet. Consultant: Urbis. The page says submissions cannot be lodged.
  • Dates: our register pull shows lodgement on 31 July 2026 and approval on 9 October 2026. The record page leaves both date fields blank.
  • Conditions: none are shown on the record page. They sit in the linked application documents.
  • Project scale (reported, not from this record): Brisbane Development reported in June 2025 a $300 million redevelopment, about 17,500 sqm of net lettable area and a 1,500 sqm cross-laminated timber extension over three levels, with Buildcorp as principal contractor and Fender Katsalidis as architect.

What’s next

Pull the decision notice and conditions from the application documents on Development.i, and compare them with the 2022 approval. Leasing teams should confirm the approved uses match the tenancy mix they are marketing.

The same report noted a minor amendment application over the façade and height, separate from this approval. See other approvals in Queensland.
