Sydney Lord Mayor Clover Moore has written to residents opposing a 700-home State Significant Development at 205-225 Euston Road, Alexandria, according to Urban Taskforce’s newsletter of 6 November 2026. The newsletter does not give the date of her letter, and we have not seen the letter itself.

Why it matters

The dispute pits the City of Sydney against the Housing Delivery Authority (HDA) pathway, which routes projects to the state rather than the council for assessment. The newsletter’s Council Watch item says the HDA supported the project’s expression of interest in August and that the Minister later backed it, lifting the home count from 356 to 700. It says the 356 homes had been approved by the Land and Environment Court, after the project went to the court in 2022 following opposition from the Central Sydney Planning Committee in 2020.

According to the newsletter, the Lord Mayor’s letter raises height and scale, a sensitive location, amenity, affordable housing contributions on all floor space, and additional contributions on uplift. It reports her as arguing that the HDA moves projects out of the council’s planning authority and into the State Significant Development pathway. Urban Taskforce is an industry lobby group and the item is written from its perspective, so the characterisation of the letter is the newsletter’s own.

The newsletter does not name the developer, and neither does the planning portal. The same edition also carried the state’s infrastructure contributions deferral, which we covered in an earlier story.

The numbers

The NSW Planning Portal lists the project as a State Significant Development with the development type “HDA Housing” and 700 dwellings, in the City of Sydney local government area. It describes demolition of the existing building and redevelopment for a new mixed-use development of shop top housing and residential flat buildings, with a basement and ground-level retail facing Euston Road.

The Sydney Development Journal reported on 20 March 2026 a 700-apartment mixed-use project on a 20,860 sqm site at 205-225 Euston Road. That article does not mention the Lord Mayor or the earlier 356-home figure.

The 356 figure comes only from the newsletter. We have not found the court’s approval record, so it should be read as Urban Taskforce’s account.

What’s next

The portal currently shows the project at the “Prepare EIS” stage. Its stage list runs from SEARs through the environmental impact statement, exhibition, collection of submissions, response to submissions, assessment, recommendation and determination. No exhibition dates are listed, and the page shows exhibition as a future stage. The portal names a contact planner but no applicant.

We found another listing that showed a different status for this site, so readers should check the portal for the current stage before relying on it. Once an environmental impact statement is lodged and placed on exhibition, the council and residents would be able to lodge formal submissions, and the Lord Mayor’s stated concerns would be tested against the developer’s application. Until then, the proposal remains at a pre-exhibition stage and is not an approval.
