EXP Capital has lodged a development application with Maitland City Council for Dalmore Park, a proposed $1.5 billion business and innovation precinct on a 150 hectare site in the Hunter Region of New South Wales, Realcommercial reported this week. The application is a proposal only; no approval has been reported.
Realcommercial says the mixed-use precinct would include commercial, health, research, industrial and advanced manufacturing uses, plus retail, a hotel and sports and leisure space. It also lists onsite energy generation and storage. EXP described it as the largest precinct of its kind in the state if approved.

Why it matters
Realestatesource reports the land sits on the New England Highway at Rutherford, with about 1.5 kilometres of highway frontage, and was once earmarked for a rail freight terminal. It says EXP Capital acquired the 150ha holding, settling in February 2025. Realcommercial says Maitland’s population exceeds 100,000 and is forecast to pass 160,000 by 2046.
Maitland mayor Philip Penfold said projects like this help growth translate into jobs, services and opportunities for local families, according to both outlets.
Realestatesource adds that Maitland City Council planning documents identify the wider Dalmore Park precinct as about 256ha. It says a draft development control for the area flags leftover native vegetation that is part of a regional biodiversity corridor, and names the brush-tailed phascogale and squirrel glider among threatened species present.
The numbers
Realcommercial reports EXP’s projections: more than $1.5 billion in construction investment, more than 8,000 jobs over a 20-year development, and over 10,000 jobs once complete. EXP also projects about $1 billion a year in contribution to the Hunter economy once operational, per its release as reported by Realcommercial.
Realestatesource says the precinct would be delivered in stages over 20 years. Both outlets report stage one includes New England Highway upgrades. Realcommercial puts its completion at 2029; realestatesource says the third quarter of 2029.
A central green corridor designed by Moir Studio would include restoration of Stony Creek, Realcommercial reports.
What’s next
The application now goes through council assessment. EXP development director Gavan Reynolds said the company aimed to “move quickly” on construction once approval was granted, according to Realcommercial.
Realcommercial reports EXP’s timing as works beginning on site within three months of approval, with an estimated start in late 2027.
