Goodman lodges 1,405-home concept plan for Mascot industrial site

The staged masterplan would deliver three residential towers of up to 16 storeys in Stage 1 alone, on light-industrial land near Sydney Airport, carrying a declared build cost of more than $230 million for that first stage.

Goodman is seeking concept approval for up to 1,405 homes on light-industrial land at 146-154 and 176 O’Riordan Street and 247-263 King Street, Mascot, in the Bayside Council area near Sydney Airport. The application, SSD-96054212, is on public exhibition on the NSW Planning Portal from 30 September to 28 October. For builders and contractors, it flags a staged pipeline of residential towers on Mascot employment land, though no construction date is set.

Why it matters

A concept approval of this kind does not authorise construction on its own. It would set building envelopes and land uses across the site, with each stage still needing its own detailed application assessed on the merits before work can start. The same application also seeks detailed approval for Stage 1, covering early works and 249 of the 1,405 homes. Neither part has been determined. The SSD pathway puts the decision with the Minister’s delegate or the Independent Planning Commission, not Bayside Council.

The site’s history shapes the numbers now before the planning system. Stage 1 now sits at 249 homes, down from 424 proposed after the site received state significant recognition last year, The Urban Developer reported. A concurrent proposal would rezone the land from productivity support to mixed-use and remove floor space ratio controls, a change the broader five-stage masterplan depends on, per the same report.

For a precinct still dominated by warehouses and light-industrial sheds a short drive from Sydney Airport, a concept plan of this scale signals a long-run conversion of employment land, not an imminent one. Nothing in the SSD-96054212 file points to a construction date, and the application remains open for public submissions.

The numbers

Stage 1 alone would add three residential towers of 16, 15 and 13 storeys above a shared basement, The Urban Developer reported. Its capital investment value is more than $230 million. The Urban Developer reports the remaining four stages of the masterplan are valued at roughly $1.3 billion, putting the full concept at more than $1.5 billion if every stage proceeds.

Across the whole concept, the outlet reports about 147,000 square metres of residential gross floor area and about 4,141 square metres of non-residential floor space. Communal open space totals roughly 10,550 square metres, of which 1,256 square metres falls within Stage 1. A three-level shared basement would hold 1,620 parking spaces in total, with 249 allocated to Stage 1.

Affordable housing is set at 3 per cent of all homes delivered, equal to eight dwellings within Stage 1’s 249. The concept plan also proposes an upgrade to the O’Riordan Street and Bourke Street intersection to support the added traffic, and would involve demolishing light-industrial buildings and warehouses, some up to 60 years old, to clear the site.

What’s next

Public exhibition of SSD-96054212 runs until 28 October, after which Goodman will need to respond to any submissions before the concept plan can be assessed for determination.

No determination date has been set for either the concept plan or Stage 1, and the rezoning proposal that much of the masterplan depends on has not been finalised. Until both the land-use change and the concept approval are settled, the 1,405-home figure describes Goodman’s intent for the site, not a confirmed outcome.
