Developer Level 33 has won approval for a $128m mixed-use project at 17-24 Loftus Crescent, Homebush, The Urban Developer reported on Wednesday 4 November 2026. The scheme is two towers, with changes made after exhibition that turn podium parking into shops.

Why it matters

The Urban Developer says the project was approved as a State Significant Development through the NSW Government’s Housing Delivery Authority. Its report describes the post-exhibition amendments as converting parking spaces to retail tenancies in a design by DKO, with setbacks also increased.

The towers are reported at 27 and 35 storeys, and the apartment yield is 318, including 12 affordable.

The outlet puts the site roughly 15km from the Sydney CBD, to the west, and under 300m from Homebush train station. The report says retail will now overlook Subway Lane.

The numbers

The Urban Developer reports the following for the approved scheme:

  • Affordable homes: 12 of the 318 apartments.
  • Site area: 3980sq m, fronting Loftus Crescent, Subway Lane and Loftus Lane.
  • Road widening: about 594sq m, or 15 per cent of the site, will be dedicated to Strathfield Council.
  • Gross floor area: 31,259sq m, up from 31,083sq m, a rise of 176sq m.
  • Floor space ratio: 7.86:1, up from 7.81:1.
  • Parking: 320 car spaces across the basement and levels one to three, down 38 from 358.
  • Retail: a further 150sq m on the first floor, wrapping the carpark.

The outlet also says five car share spaces and two EV charging stations were added in response to comments by the council.

What’s next

Level 33 has other schemes moving in Sydney and NSW, according to the outlet, which says plans for Kellyville and Wollongong projects were advanced in September. It reports a total development cost of $788m for those two, split evenly at $394m each. Our earlier story covers the Kellyville proposal.

The outlet adds that activity is also rising nearby, in Concord and Olympic Park. It says that in October Urban Property Group exhibited a $780m, 1222-home precinct at Concord West. In April, an expanded Olympic Park masterplan was approved, adding 2000 homes for a total of 15,000 new residences by 2050.

The outlet’s report does not give a construction start, sales launch or completion date for the Loftus Crescent towers, so none is stated here.
