EG Funds seeks Cromer rezoning for 130 homes, still at EIS stage

EG Funds Management's 130-dwelling Cromer rezoning proposal is at the Prepare EIS stage, before lodgement, exhibition or any decision.

EG Funds Management’s plan to rezone 100 South Creek Road, Cromer, for 130 homes sat at the Prepare EIS stage on the NSW planning portal as of 17 October 2026. That is the earliest working stage of a state significant development, before any lodgement, exhibition or decision.

For Northern Beaches builders and agents, it flags a medium-density site that is still a long way from a determination, not a project ready to tender or sell.

Why it matters

The record, SSD-97833960, proposes 58 multi-dwelling homes and a residential flat building with 72 dwellings. That is 130 dwellings in total, on our arithmetic from the record. Between 5% and 7% would be affordable housing.

The application bundles a rezoning with the development itself. It seeks a zone change to R3 Medium Density Residential and an increase in height to 18 metres, the record shows. Those two changes do the heavy lifting. Without the new zone and height limit, the site could not carry the proposed mix of multi-dwelling homes and apartments.

The project is listed in the Housing Delivery Authority housing stream. That puts the decision with the state rather than Northern Beaches Council, although the council can still make a submission once the proposal is exhibited.

Nothing has been approved, decided or formally assessed. The Secretary’s Environmental Assessment Requirements (SEARs) have been issued, and EG Funds must now prepare the environmental impact statement those requirements call for.

The numbers

The scheme splits into two housing types: 58 multi-dwelling homes and 72 apartments in one residential flat building. The affordable share is set at 5% to 7%, and the proposed height is 18 metres. On the record’s own split, the residential flat building accounts for just over half of the proposed dwellings.

The record gives no storey count, unit mix, construction cost or price range. None of those figures is reported here. The portal title describes the project as mixed use, but its project description lists only housing, demolition of existing structures and the rezoning.

Manly Observer reported the Cromer application alongside other state significant proposals in the Mona Vale, Cromer and Frenchs Forest area. The portal places the site in the Northern Beaches local government area.

What’s next

EG Funds’ next step is to complete and lodge the environmental impact statement. The SEARs setting out what that statement must cover are already published on the portal, alongside the original request for them. Once the department accepts it, the proposal goes on public exhibition. Residents and Northern Beaches Council can then make submissions.

After exhibition, the portal’s stages run through collating submissions, the applicant’s response, assessment and a recommendation, then a determination. No timetable for any of those stages appears on the record, so none is reported here.

Sun Property Group’s Chatswood application shows what the next stage looks like. It also pairs housing with a rezoning to lift height and floor space, and it finished public exhibition on 14 October 2026. Neither proposal has been approved.

We will report on the Cromer proposal again when its environmental impact statement is lodged or exhibition opens.
