EG Funds's $138.4m Pennant Hills mixed-use plan on exhibition
EG Funds's $138.4m, 146-apartment mixed-use plan for 7 City View Road, Pennant Hills, is listed as on exhibition as a state significant development.
EG Funds Management has a $138.4m, 146-apartment mixed-use plan for 7 City View Road, Pennant Hills, listed as on exhibition as a state significant development, Urban Digest reported on 19 October 2026, citing the SSD-96436708 project record.
It is a separate filing from EG Funds’s Cromer rezoning, lodged a day earlier on the Northern Beaches. That one proposes 130 homes on a site still at the Prepare EIS stage, in a different council area, under a different planning pathway. This Pennant Hills application is further along, already on exhibition, and sits in Hornsby Shire rather than Northern Beaches Council.
Why it matters
The 6,476 square metre site sits roughly 450 metres from Pennant Hills railway station. The application proposes two interconnected buildings of seven to eight storeys, up to 28.2 metres. It was lodged under the Housing Delivery Authority pathway and also seeks a height variation under that pathway.
The planning mechanism matters as much as the numbers. The site carries a site-specific amendment to the Hornsby Local Environmental Plan 2013 that permits residential development only once a minimum amount of commercial floor space is built in. The application proposes about 3,319 square metres of commercial and retail space alongside the apartments, which is what unlocks the residential component rather than a separate concession.
Affordable housing is also tied to an existing agreement. EG Funds proposes seven key worker apartments in perpetuity, four of them under a Voluntary Planning Agreement already struck with Hornsby Shire Council, plus three more on top, and a $450,000 contribution to improvements in the Pennant Hills town centre under that same agreement.
The numbers
The record is internally inconsistent, and we are flagging that rather than resolving it. The article text on the SSD-96436708 project page states 146 apartments and a $138.4m capital investment value, which is what we lead with. The same page’s own metrics panel instead lists 160 dwellings and $140m. The two sections also disagree on site area (6,476 versus 6,500 square metres), gross floor area (about 20,154 versus 20,000 square metres, against a floor space ratio of 3:1) and parking (236 versus 247 spaces). Readers comparing this filing against other trackers of the same SSD number should expect to see either set.
What is not in dispute: 100 construction jobs and 150 operational jobs are forecast, and the application includes a pocket park along City View Road plus a public pedestrian link through to Boundary Road.
What’s next
The project page lists the project status as exhibition, with the current scheme recorded as a SEARs Request / Scoping Proposal dated 13 October 2025. No exhibition closing date is stated on the record sourced for this story. Fender Katsalidis is named as architect and Gyde Consulting as planning consultant.
For Hornsby Shire builders and agents, the practical read is a site that has cleared an early planning hurdle via a tailored LEP amendment and an existing voluntary agreement, but has not yet been assessed or approved. A determination, when it comes, would also need to resolve which of the two capital value and apartment figures on the public record is correct.
On the record
- ApprovalThe SSD-96436708 project page carries two conflicting totals for the same application: its article text cites 146 apartments and a $138.4m capital investment value, while its own metrics panel cites 160 dwellings and $140m, alongside mismatched site area, floor space and parking figures.urbandigest.com.au
