Sun Property Group plans 110-home low-rise project in Chatswood
Sun Property Group's proposal for 110 dwellings in two seven-storey Chatswood buildings finished public exhibition on 14 October 2026. It is not approved.
Sun Property Group’s plan for 110 dwellings in two seven-storey buildings in Chatswood finished public exhibition on 14 October 2026, according to the NSW planning portal. The state significant development application, SSD-104279961, covers 1A-29 Bowen Street and 12-18 Moriarty Road. It is proposed, not approved.
For North Shore developers, the application shows a mid-rise scheme using the same state pathway that Chatswood’s tower proposals have taken.
Why it matters
The application was on exhibition from 30 September to 14 October 2026, the portal record shows. It is listed in the Housing Delivery Authority housing stream. That means the state, not Willoughby City Council, will determine it.
At seven storeys, the project sits well below the 56-storey HYG proposal nearby, but it still asks for more than current controls allow on its own site. The record says the scheme includes a rezoning to increase the height and floor space ratio on the site. It also sets aside 4% of the project as affordable housing.
Chatswood has drawn several tower proposals this year. HYG’s scheme at 845 Pacific Highway seeks 56 storeys and 344 dwellings, and was on exhibition when we covered it on 13 October 2026. Apartments.com.au reported that Sun Property Group is pitching its project as a low-rise alternative to that trend.
For builders and agents, the point is that the state pathway is not reserved for towers. A seven-storey scheme paired with a rezoning can travel the same route and the same assessment timetable.
The numbers
The planning portal describes the works as demolition of existing structures and construction of two seven-storey residential flat buildings. Together they would hold 110 dwellings. The proposal also includes public domain works and the 4% affordable housing component.
By comparison, HYG’s tower at 845 Pacific Highway seeks 56 storeys and 344 dwellings. That is eight times the height of each Sun Property Group building, on our arithmetic from the two records. The HYG scheme would also deliver more than three times as many homes.
The record does not state a construction cost, the new height limit or floor space ratio being sought, or a completion date. None of those figures is reported here. The applicant’s environmental impact statement is published on the portal as part of the exhibition package.
What’s next
With exhibition closed, the record’s next stages are collating submissions and the applicant’s response to submissions. The department then assesses the proposal and makes a recommendation before a determination is issued.
No determination date appears on the portal, and Sun Property Group has not published a timetable. Any approval would come with conditions that are not yet known, including detailed design matters.
The rezoning component is the item to watch. How far the state lets height and floor space rise on this site will signal how much headroom mid-rise schemes can win in the precinct. It will also show how the state weighs a lower-density proposal against the taller applications already before it in Chatswood.
We will update this story when the department publishes its assessment report or a determination is made on SSD-104279961.
