Mosaic seeks one-step approval for six-address South Brisbane tower
Mosaic has lodged a new combined application with Brisbane City Council for its Montague Road tower site, a year after it first lodged plans there.

Mosaic Property Group lodged a new application this week for its tower site at 91 Montague Road, South Brisbane. Brisbane City Council’s Development.i record lists application A007139383 as in progress at the lodgement stage, with no decision made.
The filing bundles a material change of use, a reconfiguration of a lot and building work into one code-assessable application. For builders and contractors, that is the stake: if approved, one decision would cover the use, the subdivision and the building work.
EB Apartments Pty Ltd is the primary applicant on the record, with DTS Group QLD Pty Ltd listed as consultant.
Why it matters
This is Mosaic’s second run at the site in about a year. Brisbane Development reported in October 2025 that Mosaic had lodged a development application for a 37-storey tower at 91 Montague Road and 6 Bouquet Street. The new council record does not say what became of that earlier application.
The site sits beside the Go Between Bridge and the Riverside Drive parklands, at the river gateway to South Brisbane. It faces Spice Apartments and is a short walk from West Village and GOMA. Brisbane Development placed it within the council’s Kurilpa Sustainable Growth Precinct.
Elsewhere in South Brisbane, Aria Property Group has reported more than $500m in presales at its Sanctuary Residences tower ahead of its October public launch. Each project still works through its own assessment timeline.
The assessment level matters as much as the scale. The council record lists the application as code assessable. It states that a properly made submission cannot be lodged against it, though the council still takes comments through a separate form. No assessment officer is yet named on the public record.
The numbers
The 2025 proposal, designed by Bureau Proberts, described 204 apartments above a six-storey podium and basement parking. It rose 37 storeys to about 123 metres, according to Brisbane Development. That report listed a total site area of 4,282 sqm and 27,531 sqm of gross floor area. The landscape design by LatStudios targeted a green plot ratio of 75 per cent, one of the highest in the precinct.
The 2025 mix was one one-bedroom apartment, 90 two-bedroom apartments and 113 three-bedroom apartments. None of these figures appears on the new application’s public summary. They are the project’s last published design, not a confirmed current one.
The new record lists six street addresses: 91, 93, 95 and 97 Montague Road and 2 and 6 Bouquet Street. The 2025 report described the site by two of those, 91 Montague Road and 6 Bouquet Street. The record gives the proposed use as subdivision of land and multiple dwelling, lodged over the current land parcel.
What’s next
The application remains at lodgement. Brisbane City Council has not issued a decision, and the tower stays a proposal, not an approved development. Because it is code assessable, no public notification period for third-party submissions applies.
The record’s later stages, including the properly made date, any information request and the decision notice, are all still blank. Mosaic has not set out a construction timeline for the site.
