Luxcon has lodged a development application for a nine-storey, 24-apartment building at 10-12 Victoria Parade, Manly, with the proposal sitting at the Collate Submissions stage on the NSW planning portal, in the Northern Beaches Council area.

The application, listed on the portal as SSD-120606989, is a state significant development, so the final call rests with the state rather than Northern Beaches Council.

Why it matters

Nothing about this application has been approved or decided. It is proposed, and it is still working through the submissions stage, one of the earlier points at which the public and the council can respond to the plans as lodged.

A state significant development’s stages on the portal run from lodgement through public exhibition, collating submissions, an applicant response, assessment and a recommendation, before a final determination. The portal lists the Victoria Parade application at Collate Submissions and gives no date for when that stage will close.

The portal lists the project as residential development with in-fill affordable housing, so the affordable component is part of the application.

Apartments.com.au reported the application on 6 October 2026, naming Luxcon as the developer and describing nine storeys and 24 apartments (six two-bedroom, 18 three-bedroom), including five affordable units to be managed by a community housing provider, replacing two existing buildings.

For Manly agents and builders, the application is not yet a site ready to sell off the plan or tender for construction, since no determination has been made.

The numbers

The portal record proposes 24 apartments in total, of which 5 are affordable housing. On our arithmetic from those two figures, affordable apartments make up a little over a fifth of the building, about 21%.

On the unit mix Apartments.com.au reported, 18 of the 24 apartments (75%) are three-bedroom and six (25%) are two-bedroom, so on our arithmetic the building is weighted towards larger homes. The same report says two existing buildings would be replaced, which makes this a redevelopment of an occupied site rather than vacant land.

Neither the portal listing nor the Apartments.com.au report names a builder, a sales agent or a price, so none is reported here.

The building is proposed at nine storeys. The portal gives no height in metres and no construction cost, so neither is reported here.

What’s next

The next portal stage after Collate Submissions is the applicant’s response to any submissions received, followed by assessment, a recommendation and then a determination. The portal gives no timetable for any of those stages, so none is reported here.

Once the submissions period closes, Luxcon will need to respond to whatever issues are raised before the state can move the application toward assessment. The portal does not show whether Northern Beaches Council has lodged a submission.

A determination, when it is made, will either approve the application as lodged, approve it with conditions, or refuse it. None of those outcomes has happened yet.

Northern Beaches Council is also weighing EG Funds Management’s Cromer rezoning proposal for 130 homes, at an earlier stage of the process.

We will report on the Victoria Parade application again when its submissions period closes or a determination is recorded on the portal.
