Anthony John Group lodges $1.5b masterplan for Cannon Hill
Two outlets put Anthony John Group's lodged East Village masterplan at $1.5 billion; the council record confirms the filing, not the cost.
Anthony John Group Pty Ltd has a material change of use application before Brisbane City Council for East Village, a mixed-use masterplan centred on 1068 Wynnum Road, Cannon Hill. The application, number A007133853, sits on the council’s Development.i register at Lodgement stage, with Urbis Ltd listed as the planning consultant. The record itself carries no cost figure and no apartment or storey count. Two Brisbane property outlets, Brisbane Development and Apartments.com.au, reported a revised version of the masterplan on 19 October 2026, each putting the precinct’s value at $1.5 billion.
Why it matters
The $1.5 billion figure comes from two outlets’ reporting, not from the council record, which shows only that a material change of use application covering multiple dwelling and shopping centre uses has been lodged and is yet to be assessed. Lodgement is the start of Brisbane City Council’s planning process, not an approval; the council has not yet ruled on height, density or any other variation the masterplan would need. For Cannon Hill, the scale reported by both outlets, more than 1,000 apartments across the precinct, would be a significant addition if the masterplan proceeds to approval. The project is a revision of an earlier East Village plan for the same Wynnum Road site, per Brisbane Development’s own framing of the filing, though neither outlet nor the council record sets out what changed between versions.
The numbers
Brisbane Development reported the masterplan at $1.5 billion-plus, with about 1,065 dwellings across the full precinct and a 127-apartment building in Stage 1D. Apartments.com.au reported the same $1.5 billion figure and more than 1,000 apartments, describing Building 1D as a 17-storey residential tower. Both outlets agree buildings across the masterplan average 16 storeys, with a 25-storey tower, the tallest in the plan, at the corner of Wynnum Road and Creek Road. Brisbane Development also puts the masterplan application area at 28,281 sqm within the 5.975 ha East Village site, with about 23,745 sqm of retail and commercial space. Neither figure, the dollar total or the apartment count, appears on Brisbane City Council’s Development.i record for A007133853, which lists the application area as 1068 Wynnum Road plus adjoining parcels at 1026 Wynnum Road and 1906 and 1912 Creek Road, all in Cannon Hill, and records no submission date or assessed value. A comparable precinct-scale filing elsewhere in Brisbane, the Hamilton Grove riverside precinct, has already moved from approval into construction, illustrating how far East Village still has to travel from its current Lodgement stage.
What’s next
The application remains at Lodgement stage on Brisbane City Council’s Development.i register, meaning it has not yet reached a decision. Neither Brisbane City Council nor Anthony John Group has published a cost breakdown or a unit schedule that would let the $1.5 billion figure and the apartment and storey counts be checked against the record rather than against outlet reporting. Brisbane Development and Apartments.com.au are the only two sources carrying the figures reported here. A lodged application can still be amended or withdrawn before assessment, so the East Village masterplan should be read as a proposal before Brisbane City Council, not a confirmed project, until the register itself shows an assessment outcome.
