The Western Australian Government has put a draft planning scheme out for comment that would allow much taller buildings around eight METRONET stations in Perth, according to a state media statement dated 5 November 2026. Submissions are open until 12 February 2027.
Why it matters
The draft Station Precincts Improvement Scheme proposes zoning, densities and heights for Bassendean, Carlisle-Oats Street and Claisebrook, plus Cottesloe, Glendalough, Morley, Mosman Park and Swanbourne. The statement says the aim is to show communities, landowners and industry where growth could be directed.

For developers, each precinct is split in two. A core area would allow high density at up to 20 storeys, with a surrounding frame area set aside for medium density at two to eight storeys. Minimum density settings are also proposed, so land near the stations is not left underused.
Redcliffe and Ballajura station precincts are being planned under separate improvement schemes, the statement says.
The numbers
- Up to 20 storeys in each precinct’s core area.
- Two to eight storeys in the transitional frame area.
- Eight precincts covered by this draft scheme.
- Consultation closes 12 February 2027, with the scheme to be finalised in mid-2027.
A draft Station Precincts Heritage Policy accompanies the scheme. The statement says it protects existing state and local government heritage listings. Local planning policies, including those on tree retention, can still be given regard.
The government is also asking for views on a public realm contribution framework that would fold the separate open space, art and community benefit requirements into one.
Planning and Lands Minister John Carey said the Precincts WA program is the government’s approach to significant upzoning in Perth’s station precincts. Transport Minister Rita Saffioti said the government wants more homes near train stations.
What’s next
Drop-in information sessions will run during the consultation period, and submissions go through HaveYourSayWA. The government says every submission will be considered before the scheme is finalised in mid-2027.
The statement calls the approach place-based, with changes tailored to each precinct’s character and heritage, existing urban form, and access to transport and services.
A separate state consultation is also open on the draft R-Codes, running until 26 February 2027.
The next group of station precincts is due to be announced in early 2027. The statement does not give dwelling targets or name any developers.
