Brisbane council approves 51-storey hotel tower over Victory Hotel
Council's Development.i record lists A006934633 at 127 Edward Street as Decided and Approved. The proposal is a 51-storey, 284-room hotel tower.
Brisbane City Council has approved application A006934633, a proposed 51-storey, 284-room hotel tower at 127 Edward Street, its Development.i record shows. The applicant is Victory Hotel Freehold Pty Ltd. Council’s application data dates the decision 12 October 2026. For developers, it shows a heritage-listed CBD corner can carry a tall hotel tower through impact assessment.
Why it matters
The site is the corner of Edward and Charlotte streets, home to the Victory Hotel. Brisbane Development describes it as a locally heritage-listed place operating since 1855. The record describes the work as “Carry Out Building Work; Material Change of Use”.
Brisbane Development reported in January 2026 that the proposal was impact assessable. It also reported that the neighbouring Metro Arts Centre is state heritage-listed. Builders and consultants working near heritage fabric in the CBD will want to see how the tower was resolved.
The Development.i page does not yet show conditions or a decision date. The 12 October date comes from council’s application data.
The numbers
The scale figures below come from Brisbane Development’s January 2026 report on the lodged design, not from the council record. Treat them as the proposal, not as approved conditions.
- 51 storeys and 284 hotel rooms.
- Height of approximately 206.6 m AHD, with Bureau Proberts named as architect.
- A 924 sqm site and gross floor area of approximately 15,998.5 sqm.
- A “reverse podium” design with the tower lifted six storeys above ground.
- Nil car parking and nil bike parking.
- A function facility at Level 23, a pool deck and day spa at Level 38, and a rooftop bar at Level 50.
The same report said earlier approval for heritage pub works came in November 2024. Sinclair Planning is listed as consultant on the council record. No hotel operator has been named.
What’s next
Council has not published conditions on the record page. Anyone planning to bid for early works, hotel fit-out or services should check the decision notice for conditions and approved plans once released.
The applicant has not announced a construction start, hotel operator or funding. Further stages, including building approvals, would follow. For more Brisbane and regional activity, see our Queensland hub.
