The Queensland Minister for Economic Development Queensland opened public submissions on the proposed North Harbour Priority Development Area development scheme on 3 November 2026, Economic Development Queensland’s (EDQ) consultation page shows, running to 14 December 2026. The precinct covers approximately 420 hectares in the City of Moreton Bay and was declared a Priority Development Area on 30 July 2025, according to the same page.

Why it matters

EDQ’s page puts the scheme at roughly 5,900 dwellings, enough to house about 12,500 residents, alongside a marine industry precinct, a Marine Village precinct and a Green Network corridor fronting the Caboolture River. It also allocates 11 hectares of district or regional parks and six local parks, plus walking and cycling connections. EDQ is running a similar process for other priority development areas, including the Weinam Creek PDA. EDQ’s page says an EPBC referral for the broader North Harbour project is already approved. The existing community of about 1,800 homes and the adjoining business park were delivered under it, and it also covers works for a future marina sized for up to 1,411 vessels.

The numbers

EDQ’s frequently-asked-questions section states the PDA is expected to generate almost 1,900 jobs and contribute $567m each year, without detailing how that figure is calculated. The page’s own project timeline lists public notification as running from September to November 2026, while the submissions notice on the same page gives the window as 3 November to 14 December 2026, a discrepancy EDQ’s page does not explain.

What’s next

EDQ has scheduled three community sessions on the proposed scheme: an online webinar on Wednesday 18 November from 5.30pm to 6.30pm, a session at Morayfield Community Hall on Thursday 19 November from 5pm to 7pm, and one at Burpengary Aquatic and Leisure Centre on Saturday 21 November from 10.30am to midday. EDQ’s page lists finalisation of the scheme and a submissions report for January 2027. The same consultation page also carries two related proposals with their own submission windows: a Moreton Bay Marine Park works listing for a 50-metre-wide navigation channel dredged to 2 metres below Lowest Astronomical Tide, closing 14 December 2026, and a proposal to revoke part of the Deception Bay Fish Habitat Area along the Caboolture River.
