EDQ to start Weinam Creek car park works on 28 October
EDQ's Weinam Creek project page, updated 22 October 2026, says the state-declared PDA covers about 42 hectares, 36 of them on land.
Economic Development Queensland says construction of a new multi-level public car park at Weinam Creek Marina, Redland Bay, will force “temporary changes to parking arrangements” from 28 October 2026. The update is posted on EDQ’s own Weinam Creek project page, last updated 22 October 2026, inside the state-declared Weinam Creek Priority Development Area, which Redland City Council asked the state to declare on 21 June 2013.
Why it matters
Weinam Creek sits inside a Priority Development Area, so EDQ, acting under the Minister’s delegation, is the decision-maker for development within the precinct rather than Redland City Council. The car park EDQ describes is state-delivered infrastructure, not a private building proposal, and the project page names no private developer or builder for the works. For contractors and suppliers working around the marina precinct, the practical change is access: EDQ’s notice concerns parking arrangements during construction, not a planning decision or a completed asset, and the page gives no date for when the car park itself will be finished or open. The update sits alongside EDQ’s Development Charges and Offset Plan for the PDA, dated July 2026, which sets out how future development inside the precinct will be charged for shared infrastructure; the car park notice does not change or extend that plan, but it is the first construction step EDQ has flagged publicly since the plan was dated. Nothing on the page points to a lodged development application, a consultation outcome or an approval; it is an operational notice about works already programmed under EDQ’s own delivery plan for the PDA.
The numbers
The Weinam Creek PDA covers about 42 hectares, EDQ’s page says, made up of roughly 36 hectares of land and almost 6 hectares of Moreton Bay Marine Park. The PDA’s development scheme commenced on 29 May 2014, nearly a year after Redland City Council’s 21 June 2013 request for the declaration. EDQ dates its Development Charges and Offset Plan for the precinct to July 2026. None of these figures carry a cost estimate for the car park itself; EDQ’s page gives no construction value, no contractor name and no completion date for the works beginning 28 October 2026.
What’s next
EDQ’s notice covers only the start of “temporary changes to parking arrangements” at the marina from 28 October 2026; the page does not say how long those changes will run or when the finished car park will open. No private developer, builder or contractor is named in connection with the works, so this record carries no developer entry; EDQ, the state delivery agency, is not a developer in the usual sense, and nothing here indicates a private party has taken on any part of the build. The next verifiable milestone will be either a completion notice for the car park or a published structure plan or development application inside the PDA naming a private proponent. State-funded enabling works of this kind sit in the same policy lane this masthead examined in the Queensland Infrastructure Activation Fund’s fine print, where funding for shared infrastructure is also tied to conditions set well ahead of any private build. Until EDQ names a contractor, a cost or a completion date, the Weinam Creek PDA remains a state-led infrastructure program rather than a site with a confirmed private development attached.
On the record
- Public recordEDQ's live project page, not the Your Say consultation page carried in earlier tracking, holds the current update: car park construction forces temporary parking changes at Weinam Creek Marina from 28 October 2026, and the PDA's Development Charges and Offset Plan is dated July 2026
