CoInvest Limited, trading as LeavePlus and administering Victoria’s portable long-service benefits scheme for building and construction workers, has applied to wind up labour-hire operator Grounded Fleet Hire Staff Pty Ltd, ACN 667 870 135. The Australian Securities and Investments Commission published the notice on Thursday, 22 October 2026, under paragraph 465A(1)(c) of the Corporations Act. The application was commenced on 30 September 2026 and will be heard in the Supreme Court of Victoria at 10:30am on 4 November 2026.

Why it matters

LeavePlus is not a trade creditor chasing a single unpaid invoice. CoInvest collects compulsory levies from building and construction employers so that workers who move between sites and employers, a normal pattern in the industry, still accumulate long-service leave entitlements. An application from the scheme itself suggests the claim relates to levy contributions, though the notice does not say so.

Grounded Fleet Hire Staff Pty Ltd is a labour-hire business. The published notice does not state which sites or principal contractors its workers were placed with, so the practical exposure for any builder currently using its crews cannot be read off the notice alone. What the filing does establish is that a statutory construction-industry fund, not a bank or a subcontractor, has taken the step of seeking a winding-up order.

The application is only that: an application. No court has yet made an order. The notice lists a hearing on 4 November 2026, action number S ECI 2026 06536, but does not record a claimed amount or whether Grounded Fleet Hire Staff intends to contest the proceeding. A winding-up application is the start of a court process, not evidence that the company has stopped trading.

The numbers

  • Grounded Fleet Hire Staff Pty Ltd, ACN 667 870 135, state of incorporation Victoria.
  • Applicant: CoInvest Limited, trading as LeavePlus, Victoria’s construction-industry portable long-service benefits scheme.
  • Notice type: application for a winding-up order, paragraph 465A(1)(c) of the Corporations Act.
  • Commenced: 30 September 2026.
  • Hearing: 10:30am, 4 November 2026, Supreme Court of Victoria.
  • Published: 22 October 2026, on the ASIC published notices register.

The notice does not disclose the amount CoInvest is claiming or the specific long-service levy period in dispute. It also does not confirm whether Grounded Fleet Hire Staff supplies labour to building sites exclusively or across other industries. Those gaps stay unfilled rather than estimated.

What’s next

A winding-up application does not, by itself, put a liquidator in charge of Grounded Fleet Hire Staff’s operations. The company can satisfy CoInvest’s claim, negotiate a payment arrangement, or appear at the 4 November hearing to oppose the application. Anyone intending to appear must file a notice of appearance at least three days before.

For any principal contractor or builder currently engaged with Grounded Fleet Hire Staff for site labour, the immediate step is to confirm the engagement is still active and to identify a backup labour-hire arrangement in case the position changes. More broadly, a long-service scheme pursuing a labour-hire operator through the courts is a reminder that portable long-service levy compliance sits alongside payroll tax and superannuation as an obligation the scheme will enforce through the courts. The application follows Elite Excavation Group, a Victorian contractor that faced its own winding-up application, published by ASIC on 20 October 2026.

We will update this story after the 4 November hearing or if a liquidator’s appointment is published.
