Lpg No 16 clears minor change to 57-lot Greenbank estate
COM/50/2025/A, a minor change to the approved 57-lot Greenbank estate, got a decision notice on 2 October. The underlying 57 lots were locked in back in March.
Logan City Council has approved a minor change to an already-approved 57-lot reconfiguration at 84-90 Andrew Road, Greenbank. Council’s Development Enquiry Tool lists the minor change application, COM/50/2025/A, as lodged 13 July 2026, with a decision notice issued 2 October 2026 and Decision Type: Application Approved.
This is not a new subdivision approval. The reconfiguration it varies, COM/50/2025, already cleared council, lodged 1 September 2025 and decided with a notice issued 17 March 2026. What changed on 2 October is the minor change itself, not the 57-lot count or the site it sits on.
Why it matters
The applicant on both records is Lpg No 16 Pty Ltd, an entity with no public-facing brand attached to it in council’s record. The site is zoned Emerging Community in Logan’s record, the same designation covering much of the city’s southern growth corridor, and carries overlay notations for secondary vegetation management, local and state environmental significance, and bushfire hazard impact buffer.
COM/50/2025/A is the second minor-change filing to move through Logan’s system this fortnight for a lot estate already on the books, after Qm Properties’ own minor change to its approved 109-lot Logan Reserve reconfiguration, lodged on 12 October and still undecided. The Greenbank change, by contrast, is decided and approved.
The original COM/50/2025 application was Impact Assessable, the higher scrutiny tier that typically requires public notification. Council’s record lists the minor change at the lower Code Assessable category, consistent with a variation to an approval already through that process rather than a fresh impact assessment of the site.
The numbers
- COM/50/2025 (parent): Combined Application, a variation request reconfiguring one lot into 57, plus a Material Change of Use for a Dwelling House development envelope on each of the 57 lots, plus Operational Work for vegetation clearing and earthworks. Impact Assessable. Lodged 1 September 2025. Decision Notice Issued, with Application Approved as the decision type, dated 17 March 2026.
- COM/50/2025/A (the current filing): logged as a Minor Change against the same combined application and the same 57-lot description. Code Assessable. Lodged 13 July 2026. Decision Notice Issued, Application Approved, dated 2 October 2026.
- Site: 84-90 Andrew Road, Greenbank, Lot 70 on RP93293, recorded at 33,513 square metres, which is 3.35 hectares.
- Applicant on both records: Lpg No 16 Pty Ltd.
Council’s record does not itemise what the minor change alters within the approved layout. It confirms the application type, the lodgement date and the approval, but not a line-item description of what was varied beyond the Minor Change label attached to the same reconfiguration and dwelling-house description as the parent approval.
What’s next
With COM/50/2025/A decided, Lpg No 16 Pty Ltd holds an approved 57-lot reconfiguration at Andrew Road with the minor change incorporated, rather than a separate pending amendment sitting against it. The record’s Operational Work component, covering vegetation clearing and earthworks, sat within the original combined application rather than as a standalone filing, so any site works tied to it fall under the approval already issued in March and varied in October.
Nothing in council’s record sets out a construction timeframe or a staging plan for the 57 lots. The record also does not disclose a trading name or parent entity behind Lpg No 16 Pty Ltd beyond the applicant name as filed, so this report treats the SPV name as the full extent of what is publicly confirmed. We will update this if a later filing against COM/50/2025 discloses more about staging or if an operating brand surfaces on a subsequent record.
