Mirvac’s $336 million build-to-rent proposal for Green Square, in Zetland in Sydney’s inner south, is back on public exhibition. The NSW planning portal lists the amended application, SSD-83899206, as reopened for submissions from 16 to 30 October 2026, after Mirvac Green Square Pty Limited lodged a revised scheme addressing matters City of Sydney raised on the original plans.

The proposal covers three towers of up to 21 storeys across Sites 7, 17 and 18 of the Green Square Town Centre, at 960A Bourke Street, Zetland, for a total of 504 build-to-rent apartments: 145 studios, 175 one-bedroom, 158 two-bedroom and 26 three-bedroom homes, Urban Digest reported from the state significant development filing. The application first went on exhibition from 26 February to 11 March 2026, before Mirvac submitted the amended scheme on 3 August and further information in September to address outstanding City of Sydney matters, Urban Digest reported.

Why it matters

This is not a new filing. It is the same $336 million Mirvac proposal working through a second round of public exhibition after revision, following matters City of Sydney raised on the first version. The amendment increased the proposed non-residential floor space from 1,846 to 3,573 square metres, Urban Digest reported.

The application is being assessed as a state significant development under the Housing Delivery Authority pathway, so the final determination rests with the state rather than City of Sydney, even though the council is the body that raised matters on the design during assessment.

For anyone tracking Sydney’s build-to-rent pipeline, a 504-apartment, three-tower scheme on a single Green Square site is a sizeable single commitment. Build-to-rent means Mirvac intends to hold and lease the completed apartments itself, rather than selling them off the plan to individual buyers. It follows another large build-to-rent scheme working through assessment elsewhere in Sydney, HYG’s 56-storey, 344-dwelling build-to-rent tower at 845 Pacific Highway, Chatswood.

Neither Urban Digest’s report nor the planning portal names a completion date for the towers, and none is reported here.

The numbers

The planning portal lists the application’s exhibition as open from 16 to 30 October 2026.

Urban Digest reported a site area of 5,127 square metres and a combined gross floor area of 40,008 square metres across the three sites, a floor space ratio of about 7.8 to 1. The tallest of the three towers, on Site 7, is proposed at 70.85 metres, Site 17 at 70.55 metres and Site 18 at 66.23 metres, each under the application’s 21-storey cap.

The filing includes 74 car parking spaces and 214 bicycle spaces for the 504 apartments, a ratio Urban Digest’s report did not characterise further. Neither that report nor the planning portal page states a specific affordable housing percentage; Urban Digest reported only that a concurrent rezoning component of the application would amend the planning controls’ affordable housing contribution provisions.

What’s next

Submissions on the amended scheme close 30 October 2026. From there, the planning portal’s own listed stage sequence for the application runs through a response-to-submissions stage, assessment and a recommendation, before a final determination, though the portal page shows no dates for those later stages beyond the current exhibition window.

Because the application sits in the Housing Delivery Authority pathway as a state significant development, the determination will be made at state level rather than by City of Sydney. Neither Urban Digest nor the planning portal names a builder or a leasing program for the towers, and none is reported here.
