SA approvals hit a record 1,701 in a month as completions lag
August's private house approvals jumped 27.7%, the largest rise of any state, even as commencements rose 16.3% over the year to June and completions managed only 6.6%.
South Australia approved 1,701 homes in August 2026, the highest monthly total since ABS reporting began in 1983, The Urban Developer reported on 15 October from ABS data. Approvals reached 15,874 over the 12 months to August, but completions grew just 6.6% in the year to June, so SA builders face a pipeline filling far faster than it clears.
Why it matters
For developers planning SA pipelines, the record sits on top of a widening split: homes are being approved and started far faster than they are being finished. The ABS figures, confirmed in The Urban Developer’s 15 October analysis of the same approvals and building-activity series, show commencements and completions pulling apart, with completions growing at roughly a third the rate of approvals and commencements. That gap matters because every approved or started home still needs trades, materials and a finished title before it counts as supply, and Adelaide’s construction sector is already stretched. RLB’s Q3 2026 Crane Index found residential cranes climbing to 18 of the city’s 28 total, almost two thirds of all site activity, up from 13 in April. A pipeline filling faster than it clears risks pushing completion timelines out further, even as the headline approvals numbers look like a boom. The practical effect for a developer scheduling a new SA project is that the trades and materials queue the job is competing against has grown faster than the supply chain that finishes homes, so delivery dates pencilled in against today’s approval pace carry more risk of slipping than the raw approvals figure alone would suggest.
The numbers
South Australia’s private house approvals rose 27.7% in August 2026 alone, the largest monthly rise of any state and a reversal of a 12.8% fall in July, per the ABS release. Homes commenced reached 15,403 in the year to June 2026, up 16.3% on 13,240 the year before, and up 35.2% on 11,392 two years earlier. Homes under construction hit 15,880 at the end of June, up 12.2% on 14,157 a year earlier and described as the highest number on record. Completions, by contrast, reached only 13,738 in the year to June 2026, up 6.6% on 12,887 the year before, a growth rate roughly a third that of approvals and commencements over the same stretch.
SA Housing Minister Nick Champion told The Urban Developer that developments were coming through the system at “a rate of knots” in Adelaide. The run of approvals and commencements already has the state ahead of the 13,500-homes-a-year target set before the March 2026 election, even before the completions side of the ledger has had a chance to catch up.
What’s next
The question for builders and subcontractors is whether completions can accelerate to match a pipeline now swollen by a record approvals year. ABS’s next building-activity release will show whether the 15,880 homes under construction start converting into finished titles at a faster clip, or whether SA’s 13,500-homes-a-year target gets outpaced on paper only to arrive late in practice. For now, the gap between approvals and completions is the clearest read on how much extra capacity, in trades and materials, will need to land before SA’s new approvals record becomes new housing stock. With 15,403 commencements already banked in the year to June against 13,738 completions over the same period, the backlog carried into the second half of 2026 is larger than the one SA started the year with, not smaller.
