Minister clears Talbot Village for 1,100 homes at Oakleigh South
Planning Minister Sonya Kilkenny has approved changes for Talbot Village on the former Talbot Quarry, Oakleigh South, enabling more than 1,100 homes.
Victorian Planning Minister Sonya Kilkenny has approved planning scheme changes to create Talbot Village on the former Talbot Quarry and Landfill site in Oakleigh South, in the City of Monash. The Government says the changes will unlock more than 1,100 homes, including more affordable housing. The announcement was made on 5 October 2026.
Why it matters
The site has sat vacant for more than 30 years. “We are turning a site that has sat unused for more than 30 years into a new neighbourhood,” Kilkenny said in the release.
It is a large, contested piece of inner south-east land. Monash Council’s own project page records that the council argued against rezoning the former quarry and landfill, citing concerns about ongoing contamination and geotechnical management. The Government’s release says the local council held up redevelopment for more than a decade. That is the Government’s characterisation, and the release carries no council response.
The approval is a state decision, not a council one. For developers and builders, it turns a stalled quarry site into one where permit applications for townhouses and apartments can now be lodged under new controls. More from Melbourne.
We matched the site to Monash Council’s page for draft Amendment C178mona (Talbot Village), which covers 1221-1249 Centre Road, Oakleigh South. That page describes the amendment as a draft rezoning of the former sand quarry and landfill to allow residential development.
The numbers
- More than 1,100 homes, per the release. The headline says “more than a thousand”.
- A mix of townhouses and apartments.
- More than 30 years vacant.
- Three earlier permit applications on the site (TPA/53179, TPA/53477 and TPA/54381), per the council page. Council resolved to approve the first in December 2022, and VCAT upheld the council’s decision after an August 2023 hearing. The second and third were withdrawn, with VCAT directing on 17 October 2023 and 13 December 2024 that no permit was granted. Sterling Global is listed on the council page as the applicant for those permit applications.
- Public submissions on the draft amendment closed on 4 June 2025, according to the council page.
The Government has not stated a project cost, a developer or a construction timeline for the amendment. We have not found a gazettal date in a free record, so we are not stating one.
The planned village includes:
- a village centre with shops, cafes and local services
- an indoor community facility
- a childcare centre and kinder
- walking and cycling paths and open space
- intersection upgrades
What’s next
The changes set the planning framework only. The Government says further planning permits and approvals are required before construction can proceed. The homes will be delivered in stages, with the Government saying they will be built as infrastructure is built.
Watch for three things:
- Who lodges the first permit applications under the new controls, and for how many dwellings.
- How contamination and geotechnical management is dealt with in those permits, given council’s stated concerns.
- Whether Monash Council responds publicly now the amendment is approved.
We will report permit lodgements when they appear on the council record. Follow the wider pipeline on our Melbourne market page.
